Kimsour is a founder and chairwoman to SKY & ASSOCIATES. Kimsour has more than 10 years’ experience in real estate and corporate sector with local and international clients. Her areas of expertise include corporate and commercial, taxation, project finance transaction, loan, real estate, land transaction, construction, co-owned buildings, family, succession, mine and energy, environment and due diligence.

Prior to establishing SKY & ASSOCIATES, Kimsour has worked not only with several well-known local law firms, but also with state agencies of the Royal Government of Cambodia, including the Ministry of Mines and Energy (“MME”), former Cambodia National Petroleum Authority where it has been integrated to the MME since 2013. Presently, she is also an assistant to the Ministry of Environment and the advisor to the Asian Business Association.

With this crossed-sector experiences as above mentioned, Kimsour is a well-rounded and acknowledgeable legal professional on legal compliance matters, both from public authorities and corporate perspectives in which she has been engaged as consultant to various multimillion US Dollars real estate projects of international investors in Cambodia for, including but not limited to feasibility studies of real estate development project from legal perspective, general overview and insight view of legal and regulatory frameworks within real estate sector, licensing of real estate development, sale-purchase agreements and other relevant legal instruments used for real estate development project and other related services. Her legal writing and advisory skills and in-depth knowledge in private law have also been consolidated and pushed to advance level from her intensive works with SCP Jean-Pierre PROHASZKA, Lionel MONJEAUD, Cédric PRETET, Benjamin DUMONTET- Marion PIERSON et Nicolas LEMENEUR, Notaires associés, a reputational Notary Office in Lyon, France, whereby she has obtained various knowledge and experience from French notaries.

Kimsour graduated from the Royal University of Law and Economics in 2008, majoring private law and LLM in Land Law and Patrimony law from JEAN MOULIN LYON 3, France. She has been admitted to the Bar Association of the Kingdom of Cambodia and successfully attended, and passed exam of, prestigious lawyer training program under the authority of the Lawyer Training Center of the Kingdom of Cambodia. She has also been amongst the most pioneer notary public in Cambodia who has been exposed with remarkable successes to strict examination before and after the training of excellence, under the Royal Academy of Judicial Professions, Royal School for Notaries.

Kimsour is proficient in Khmer, English, French and Chinese.
